New commerce ministry data show that between January and September 2026 more than 47,000 foreign-invested enterprises were established in China, with actual FDI of RMB 548.81 billion. Profit reinvestment by foreign investors reached RMB 93.99 billion, up 4.7 percent year on year. This year China added 84 key foreign-invested projects, including 6 landmark projects worth nearly 20 billion US dollars, and the stock of foreign-funded firms now exceeds 560,000. The ministry pledged to fully implement national treatment for foreign companies in government procurement, bidding and standards setting.
For European and American SMEs weighing the China market, two signals stand out: opening pilots in cloud computing, biotech and wholly foreign-owned hospitals will deepen further, widening market access; and the tax credit for reinvesting distributed profits onshore will be enforced in practice, cutting the cost of expansion capital. Access windows in healthcare and digital services are opening now, so it pays to check early whether your business falls inside a pilot scope.
