On October 28, eleven provinces and cities including Guangdong, Zhejiang, Shanghai, Jiangsu and Sichuan began issuing government consumer vouchers on Taobao: subsidies of up to 25 percent, valid nationwide regardless of location, and stackable with Tmall Double 11 deals, with some items discounted to 60 percent of list price. Coverage runs from appliances and home renovation to smartphones, apparel, beauty, sportswear, gold jewelry and pet supplies. With all discounts stacked, an iPhone 17 comes to RMB 5,299. Tmall says 27,681 brands beat their entire last-year day-one sales in this year's opening, with 124 brands topping RMB 100 million.

The combination of fiscal subsidy plus platform promotion plugs stimulus directly into China's largest online shopping entry point. For foreign brands the signal is explicit: vouchers cover branded goods, not just domestic ones, and overseas brands selling via Tmall Global or cross-border supply models qualify for the subsidy pool too. For European and American SMEs eyeing Double 11, the window to decide on joining is these few weeks.
